For more than a decade there’s been an idea in this country that the way to multilet success was to provide the cheapest possible accommodation to the most in-descriminate consumers (DSS, low wage, students, etc). Evidence of this is the huge numbers of slums that came on the market after the introduction of HMO licencing laws.
